The Northern Ireland Housing Executive (NIHE) is a Non-Departmental Public Body of the NI Department for Communities and was established by the Housing Executive Act (NI) 1971.  Under this Act, the NIHE took over the housing responsibilities of 65 separate authorities and became Northern Ireland’s overall housing authority.  It is currently Landlord to approximately 86,500 dwellings and is one of Northern Ireland’s largest public sector organisations with a budget of over £740m.  It also makes a substantial contribution to better health, education and wellbeing through housing.

Provision for the NIHE Board is set out in the Housing (NI) Order 1981.  The principal role of the Board is to set the strategy direction for the Housing Executive and to provide stewardship of all public resources entrusted to it, to implement the policies and priorities of the Minister and the Executive.  The Board oversees the performance and outputs of the Executive Team, which is responsible for the day-to-day conduct of the business within the Housing Executive.  The Board also sets the attitude and disposition of the organisation towards compliance with applicable laws and best practice.

Why the Northern Ireland Housing Executive is supporting Boardroom Apprentice

The Board recognises the increased level of demand for this initiative and is very keen to continue its participation.  Members welcome the opportunity to provide a practical hands-on Board placement to a suitable candidate, thereby allowing them to experience first-hand about life on a Board.  The Board also acknowledges the evidence to date, which has shown that enabling the apprentice to engage fully in a supportive way with a large complex organisation (such as the Housing Executive) has proved very beneficial for their personal development.

Location of Board and Committee Meetings

Currently we have a hybrid model – Boardroom presence and also remotely via Zoom.  (Due to the Pandemic, the numbers to be in attendance in the Boardroom are limited to 8).

Previously, and in the future (restrictions easing), meetings will be held in the Boardroom, The Housing Centre, 2 Adelaide Street, Belfast

Frequency and timing of board/committee meetings

Board Meetings used to take place monthly, however, from 1 April 2021 Board meetings alternate every other month with Committee Meetings.  Board Meetings take place on Wednesdays from 10am to 1pm.  

In between Board Meetings, the Boardroom Apprentice also attends the Resources & Performance Committee Meeting (chaired by the designated Board Buddy, Derek Wilson).  These meetings usually take place on the fourth Tuesday of the alternating month from Board (from 2pm to 4pm).
