The Patient and Client Council (PCC) was created on 1st April 2009 as part of the reform of Health and Social Care (HSC) in Northern Ireland. We act as a powerful, independent voice for patients, clients, carers and communities.
Our role is to be an independent, informed and influential voice that makes a positive difference and advocates for people across Northern Ireland in Health and Social Care.
Our vision is a Health and Social Care service that is shaped by the needs and experience of patients, clients, carers and communities. Our values are:
- Put people at the centre of all we do.
- Use evidence from people as a guide to our work.
- Speak independently.
- Work in partnership.
- Are open and transparent about our work.
We have four statutory duties. They are to:
- Listen and act on people’s views.
- Encourage people to get involved.
- Promote advice and information.
- Help people make a complaint.
Over the years we have spoken to tens of thousands of people to understand their views and priorities in order to influence and improve service delivery and to shape future service provision. In addition, we have helped support thousands of people through the HSC complaints process.

Why the Patient and Client Council is supporting Boardroom Apprentice
“The Board discussed this request at their Board Meeting on 19 March 2019 and agreed that although it would be beneficial for such schemes to be combined as there are a number of these, such schemes are valuable for developing future board members.
Our Chair Ms Christine Collins, agreed on 7th April 2020 we will go ahead with this scheme for another year.”
Location of Board and Committee Meetings
Usually PCC Board Meetings are in PCC office, Quaker Buildings, High Street, Lurgan. However, meetings may rotate around the 5 Trust Board areas also.
Frequency and timing of board/committee meetings
Quarterly meetings with workshops and visits planned in other months. Third Tuesday of the month 10:30am to 1pm. Workshops run from 10:30am to 2:30pm.
